The Moscow Bureau for Human Rights has found anti-Semitism in a booklet published by the All-Russian Institute for Advanced Training of the Russian Ministry of Internal Affairs, as reported by IAC «SOVA» i>.
This is a booklet by Eugeny Herasymenko called "Extremism: the notion, socio-economic, political and historical causes of the phenomenon, its development trends. A lecture." It was distributed in Autumn 2008 at the joint conference of the Department on Counteracting Extremism (MIA) and Moscow Bureau for Human Rights. The section on Satanism, MBHR officers found the following passage: "Satanism, like Hasidism, grew out of Judaism, its clandestine cruel Cabbala sects. Until the XVIII century, it developed as a secret Jewish sect, and then separated from Judaism and became one of the most influential Masonry movements. The core of rituals in satanic sects, like the preceding cruel Jewish sects, were bloody rites."
In addition, the booklet states that punks, rappers and "other fans of western music" can also be considered extremists.
As stated in the annotation, the booklet was designed as a handbook and a guide to action for senior and operational staff of the "T" Centre of Russian Ministry of Internal Affairs, specialized divisions on counteracting terrorism and extremism, state department on investigation and search of the MIA of Russia in the Federal District, Directorate for Combating Organised Crime, Central Internal Affairs Directorate, Training Center on the subjects of the Russian Federation, as well as special units.
