                  Israel and Russia have agreed to discuss the prospects of signing a consulate agreement on the principles of settling the problems of avoiding the double call-up for the people with double citizenship. The agreement will come into force from the moment of its signing. Under the agreement, new repatriates having served in the Russian army, will be exempt from the service in the Defense Forces of Israel. The Israeli citizens having served in the army in Israel and having Russian citizenship will not be made to join the army in Russia.
                  There have been cases when Israeli citizens of Russian descend upon their returning to Russia, were arrested and accused of dodging the draft to the Russian army. The fact that they had already served with the Defense Forces of Israel was never considered. They were released only after the Israeli Embassy had intervened. Nevertheless, the Embassy is not able to take care of the cases of the kind every time they occur. Moreover, when the Israeli citizens having Russian citizenship face such problems, Russian authorities refuse the Embassy of Israel the right to participate, for double citizenship is not recognized in Russia.
