A soiree dedicated to the 100th anniversary of the composer Matvei Blanter was held in the regional philharmonics in Tula.
The Governor's brass band led by Polislav Balin performed all through the evening. The band performed popular orchestra melodies. During the concert, the band was being greeted on being awarded the title of "Governor's". Dwellers of Tula like the concert of the brass band of the Regional philharmonics for its skill, talent, and art attitude. It is the merit of Polislav Balin, the permanent leader of the band, hereditary conductor, musician; he loves music and propagandizes brass music. Polislav Balin actively participate in the life of the Jewish community of Tula. His pieces of advice are always of help to the community. His major merit is creating the ensemble of klezmer music "Alevai".
